Harrison County, Mississippi has seen two major growth spurts in recent years, one in the 1970\u27s after Hurricane Camille and another in the 1990\u27s with the arrival of the casino industry. Both times this meant an increase in government services and the resulting records. The need for an organized method of maintaining those records was reaching a critical point
