Federalism and regional integration: the ties between argentine provinces and MERCOSUR

El presente trabajo busca analizar cuáles han sido los cambios que se han generado en la relación entre el gobierno federal y las provincias argentinas a partir de la constitución del MERCOSUR, tomando como marco el hecho de que dicho proceso de integración regional generó un fenómeno encubierto de centralización de las competencias en manos del ejecutivo nacional. Se busca generar un aporte a los debates en torno a la forma en que el federalismo argentino se ha ido desarrollando, haciendo hincapié en un aspecto novedoso, como es la acción internacional de las provincias.This paper seeks to analyze the changes that have taken place in the relationship between the federal government and the Argentine provinces since the creation of MERCOSUR, on the basis of the fact that this regional integration process gave rise to a covert centralization of competencies in the hands of the national executive power. Our purpose is to offer a contribution to the discussions surrounding the way in which Argentine federalism has developed, paying special attention to a novel aspect like the activities of the provinces at the international level.Instituto de Relaciones Internacionale
