Building peace to prevent the recurrence of conflict is an inevitable role of United Nations peacekeeping operations today. As this activity increasingly occurs in populated, low-intensity conflict areas, relations between peacekeepers and civil communities become significant. Peacebuilding cannot achieve any level of success unless it is directly relevant to the communal needs of the local people.
