This article analyzes personnel policies in Voronezh region of the Soviet Union. he main focus of the article is on examining how Stalin's efforts to overcome economic backwardness rather than fulfilling ideological imperatives influenced personnel policy patterns. Personnel data of the Central Black Earth Region were analyzed in terms of personal backgrounds, frequency of turnovers and of causes for dismissals. The analyses show that at the local level where ideology was actually translated into action overcoming economic backwardness through rapid industrialization was understood as identical to building socialism.
