The term aid or assistance is often used to refer to financial flows which qualify as Official Development Assistance. (ODA). This is aid given by developed countries to developing countries, which are undertaken by governments or by the official sector with promotion of economic development and welfare as the main objective. It is concessional in terms. The concessional element of a foreign aid is the difference between the amount of the loan and the present discounted value of the repayment.
