In this paper, firstly, we have compared the commitments undertaken by the Newly Industrialized countries in response to the WTOAct against the measures actually carried out. Secondly, we have examined the inadequacy of current charging practice for international calls in supporting liberalization, based on papers issued by the International Telecommunication Union (ITU).
