Small state large stake : creating an ASEAN internet policy with lessons from Singapore

The future of Singapore relies a lot on ASEAN, and ASEAN states stand to gain much from each other. Amitav Acharya makes a haunting statement- that ASEAN needs to seize opportunities or lose its prominence in the world. One of such opportunities is in information and communications technologies. ASEAN nations need to synchronise and further develop their ICT regime. A united and joint ASEAN Internet regime would allow ASEAN to fully utilise the benefits of technology and project its presence in the world as an economic and normative power. Singapore excels among the ASEAN countries in its ICT developments and Internet governance practices. Therefore, in analysing Singapore as an example, this paper adopts Lessig’s Code: And Other Laws of Cyberspace and Ang’s Framework for Internet regulation and makes suggestions toward an ASEAN Internet policy.Bachelor of Art
