We derive bounds on neutrino masses in an extension of the standard model with right-handed neutrinos and Jordan-Brans-Dicke dilaton. Heavy Majorana neutrinos have to be lighter than 200 GeV. The upper bound on light Majorana neutrinos depends on the dilaton decay constant f. For f≈10$^9$ GeV, neutrino masses above 30 keV are compatible with the present cosmological mass densit
