Disputes and hierarchies in access to water in agrarian reform settlements

This thesis aims to study the disputes and hierarchies regarding the access to water in two Agrovilas, Campinas and Birigui, of Reunidas Agrarian Reform Rural Settlement, located in the municipality of Promissão, in the state of São Paulo. The choice to develop a case study in these two Agrovilas is based on the fact that they present differences in their land structures regarding the access to water. Water considered as a key element to treat in a broad way the environmental issue in that territory. The methodology adopted to research the two Agrovilas was the testimony collection within the oral history perspective. However, as one of the determining elements of these disputes and hierarchies are linked to the management of water resources, which is carried out by the Lower Tietê River Basin Committee, a semi-structured interview was also conducted with the vice-president of the Committee and the documents produced on management and water collection were analyzed. The main results of the research show that due to changes in rainfall regimes with greater periods of drought in the Settlement region, the settlers who have more access to water are in a privileged position as regards the possibility of tracing production strategies. The disputes and hierarchies resulting from this land arrangement eventually were translated into discursive conflicts within the Settlement between those who have and those who do not have access to water. This water shortage increased in the years of 2013/2014, due to a great drought period in the state of São Paulo. This fact raised a rumor about the possibility of charging for the use of water. However, the settlers did not have enough information about how and which institution would perform this collection. Thus, it can be noticed that the Committee is an institution not known by the settlers. Despite they don't know the Committee the settlers are against the model of regulation of water resources which is based on technics and money. Thereby, it is possible to realize the conflict between two territorialities, that of the Committee, with a technical and monetary vision, and that of the settlers, with a view contrary to monetarization and the external regulation of a good that the settlers deem free to be accessed. From these disputes and hierarchies between the settlers themselves and between the settlers and the Basin Committee it is possible to visualize the necessity to think of a management model that is more open to receive the demands and to recognize the knowledges from distinct social groups that historically deal with the water.Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP)A presente tese trata-se de um estudo sobre as disputas e hierarquias no acesso à água em assentamentos rurais de reforma agrária. Para maior profundidade fora realizado um estudo de caso comparativo em duas Agrovilas, Campinas e Birigui, do Assentamento Rural de Reforma Agrária Reunidas, localizado no município de Promissão, no estado de São Paulo. A escolha para realizar o estudo de caso nestas duas Agrovilas decorre do fato delas apresentarem diferenças em suas estruturas fundiárias em relação ao acesso à água. Água pensada como elemento chave para tratar, de forma ampla, a questão ambiental. A metodologia adotada para a pesquisa nas Agrovilas foi a de coleta de depoimentos, dentro da perspectiva da história oral. Todavia, como um dos elementos determinantes dessas disputas e hierarquias estão ligados à gestão dos recursos hídricos, que é realizada pelo Comitê de Bacia Hidrográfica Baixo-Tietê, também foi realizada uma entrevista semiestruturada com o vice-presidente do Comitê e análise dos documentos produzidos que versavam sobre gestão e cobrança hídrica. Os principais resultados da pesquisa demonstram que devido às mudanças nos regimes de chuvas, com maiores períodos de estiagem na região do Assentamento, os assentados que possuem maior acesso à água se encontram em uma posição privilegiada no que tange à possibilidade de traçar estratégias de produção. As disputas e hierarquias resultantes desse arranjo fundiário acabaram por se traduzirem em embates discursivos dentro do Assentamento, entre os que possuem e os que não possuem maior acesso à água. Esta escassez hídrica acentuou-se nos anos de 2013/2014, devido a um grande período de estiagem no estado de São Paulo. Esse fato levantou um boato sobre a possibilidade de cobrança pelo uso da água. Entretanto, os assentados não possuíam informações suficientes sobre como e qual instituição realizaria tal cobrança. Com isso, nota-se que o Comitê é uma instituição distante dos assentados. Mas, a despeito de não conhecerem o Comitê, os assentados se colocam contra o modelo técnico e monetarizado de regulação dos recursos hídricos. Assim, é possível perceber o conflito de duas formas de compreensão do que é a água, a do Comitê, com uma visão técnica e monetária, e a dos assentados, com uma visão contraria à monetarização e à regulação externa de um bem que julgam ser livre para ser acessado. Destas disputas e hierarquias ocorridas entre os assentados e dos assentados com o Comitê de Bacias é possível visualizar a necessidade de se pensar um modelo de gestão que esteja mais aberto a receber as demandas e reconhecer os saberes dos mais distintos grupos sociais que lidam historicamente com a água.FAPESP/CAPES: 2014/07281-
