The realization of the sense of justice in the Indonesian national development has been effectuated in the prohibition of absenteeism (living out side the Kecamatan where his land is siburtPd) and the redistribution of agricultural land as parts of the objectives of the Indonesian land reform. In line with the above mentioned, researches have been conducted on these two aspects in the Kecaznatan of Percut Sei Tuan. These can be summarized as follows: 1).Though under the "UUPA" (Basic Agrarian Law) absenteeism has been prohibited and the redistribution of agricultural land has been instructed since the enforcement of the ULIPA (in 1960), their realization has not yet been accomplished due to the lack of funds. 2).Data on absentee land-ownership obtained from 6 villages in the research location are as follows: a).Total population: 7.298 households. b).Farmers: 4.359 households (59,7% of the population) c).Absentee land owners: 217 men (5% of the number of farmers). d).Farmers tilling lands of absentee land-owners 280 households (6,4% of the total number of farmers). 3).Transfer of land-ownership which tends to folow the market mechanism has widened the opportunity of and has increased absentee land-ownership. 4).Government agencies have been assigned the task of "goal keeperthat is to say of preventing the emergence of new absentee land-ownership not in accordance with and not heading existing regulations. 5). The increased prohibition of absentee land-ownership has a positive effect on the redistribution of land to those entitled and this in turn will enhance production and the fanners\u27 welfare.
