ABSTRACT: Developrnent is activities or any attempts to change a condition, from a poor to a better one, qualitatively and quantitatively Concerning the tourism development, it covers four areasthose are a) tourism objects, b) tourism facilities, c) tourism services, and d) tourism promotions. The development on these four areas in a certain destination can influence directly and indirectly the community who live in it, that in which it will affect its culture, Social and humanity sciences consider that human behavior has two aspects namely social and cultural aspects, The social aspect of human life is behavior patterns, social relationship and social ties, which are the gist of interaction among individuals, The cultural aspect is the knowledge beyond the behavior and the interaction. . , The study was conducted in Yogyakarta, and Untung Java Island, one of Thousand Islands in North Jakarta. The method of data collection used reference study, observation, directed interview with questioner and In-depth interview using an interview guide. The study result suggests that the types of tourist give a different social culture impact. Tourism development, on one side, has made certain social relationship more intensive and powerful, and on the other side, has made other social relationship powerful.
