IMPLEMENTASI KEBIJAKAN KOMPETENSI GURU DI SD MUHAMMADIYAH 2 PALU

The aim of this research was to determine and explain the reasons of non-fulfillment of teachers' competency in SD Muhammadiyah 2 Palu, Palu Timur, and to determine the factors that influence the policies which were assessed based on the model of public policy implementation Edward III by using the variable I) Communication 2) Resources 3) Disposition or attitude of executors 4) The bureaucratic structure. This is a qualitative research. The informants were taken by using purposive sampling technique and selected five informants.The results showed that the implementation of the policy of teachers’ competence in SD Muhammadiyah 2 Palu is not optimal, especially personality and profession competence, as 1) The communication between the implementer, in this case the principal, and the teachers is not intensive yet, 2) human and fund resource are inadequate. So that, the implementation of teachers’ competence in SD Muhammadiyah 2 Palu is not optimal due to the policy implementor did not have intensive communication and the lack of fund causes the policy implementor cannot work optimally
