L'achat de systèmes informatiques comme alternative au développement spécifique : le cas SOCRATE

More and more organisations purchase software "off-the-shelf" as an alternative to developing new systems either internally or through outsourcing. This trend, which began with generic software aimed at supporting major organisational processes such as payroll or debtors and creditors ledgers, is now spreading to strategic information systems. This article attempts to investigate the reasons why managers would adopt such an option and seeks to identify the factors which determine the success or failure of such projects. We focused on SOCRATE, the reservation system of the SNCF (the French railroad company). This system is indeed the most famous instance of purchase of a strategic information system to date. On the one hand, we sought to understand the context in which SOCRATE has been implemented and the state of mind of the project leaders. On the other hand, we also sought to identify the risks inherent in such projects. The opposition between the point of view of the leaders of the project and the traditional risk analysis techniques sheds some light on the problems encountered as the project unfolded, but it also indicates a number of ways that the management of such projects could be improved.De plus en plus d'entreprises achètent des logiciels "clef en main" au lieu de les développer elles-mêmes. Cette tendance, d'abord manifeste à travers l'acquisition de progiciels pour des processus ou des fonctions standard, de type paie ou comptabilité, s'étend maintenant aux systèmes d'information stratégiques. Cet article a pour buts d'explorer les raisons qui poussent les dirigeants d'entreprise à choisir cette option, a priori paradoxale, et d'identifier les facteurs qui conditionnent le succès de tels projets. Nous nous sommes concentrés sur SOCRATE, le système de réservation de la SNCF. Il est le cas le plus célèbre d'achat d'un système d'information stratégique. Nous avons d'une part, tenté d'élucider le contexte dans lequel SOCRATE a été implanté et l'état d'esprit de la direction de projet, d'autre part examiné les risques potentiels du projet. La confrontation entre le point de vue développé par les dirigeants et les méthodes d'analyse des risques permet non seulement de comprendre les obstacles rencontrés lors du déroulement du projet, mais surtout de tracer quelques pistes d'amélioration dans la conduite de projets similaires
