The positive technological advantages of ICT had inspired the Malaysian Ministry of Education (MOE) to invest in digitalizing the Malaysian schools, including the implementation of Frog Virtual Learning Environments (VLE). Despite this huge investment, the ratio of usage is relatively low, especially among the teachers. This evidence indicates that there is an urgent requirement to conduct a post-implementation evaluation to investigate the factors behind the issue.
