Adequate budget allocation would require the HDM-4 model to generate good prediction of the actual pavement deterioration behavior. The need for a calibration of the HDM model to local condition is therefore an essential component of the pavement management process. Reliable calibration factors are useful for budgeting purpose and it avoids under estimate or over estimates the budget. This paper presents a case study where a level 1 calibration has been carried out for a State Highway in Uttar Pradesh, India.
