The concept of Blue Ocean Strategy was originally a business strategy that came about in 2005. In laymen\u27s terms, Blue Ocean Strategy is an analogy to describe the wider, deeper potential of market space that is not yet explored. In the Malaysian Civil Service, where competition is not an issue, the concept of Blue Ocean Strategy can be translated into efforts to maximise on effective outcomes while minimising the cost incurred. It involves thinking out of the box through the application of creative and innovative methods but at minimum cost. This paper explains the implementation of Blue Ocean Strategy concept from the perspective of the Malaysian Public Service
