Teachers� competence on constructing formative test (a descriptive research on how teachers construct formative test at the Second year Students of SMPN 215 Meruya, Jakarta Barat 2011/2012)

Commonly teachers rely on test in assesing their students, nevertheles not every teacher able to construct a good test. This study aim to investigate whether or not the teacher competent to construct a good test to the extent of apllying stages in making a test. This research also try to find out the content validity of teachers test and difficulties teaehers encountered as they are constructing test. The method used in this research paper is qualitative descriptive. Participants are eight grade teachers from SMPN 215 Meruya, West Jakarta. Data is collected through interview and document analysis. The research reveales that the English Formative Test for the second grade students of SMPN 215 West Jakarta for the Respondent A and B have a good content validity. In general teachers have followed the stages in making a test, however there are some points which are not suistable such as the coverage, weighting and the balance of the test and the clarity of task to the students. Further, the research showed that teachers have difficulties in measuring the difficulty level of test item and the teacher have difficulties because the time at class often cut by holiday and many things. The test that made by the teachers are valid by certain degree. In other words, the test represent the learning objectives of the even semester because the interviewed that writer has done, shown both respondent follow the Language testing literature in making a test and it reflected to the their formative tests
