Responsibility to protect (R2P): the case of international intervention in the cote d�ivoire second civil war (2010-2011)

International community has failed to protect population from heinous violation of human rights in parts of the world since it was blocked by the debate between sovereignty and human rights. However, international community has finally moved forward to put prior the protection of population on its agenda by adopting the concept of Responsibility to Protect (R2P), introduced by the International Commission on Intervention and State Sovereignty (ICISS), in 2005 World Summit. This study is designed to deliver brief introduction on R2P; of what it is, its scope of application and its critiques. Later, using the Cote d�Ivoire second civil war as the case, this study will try to see how the implementation of R2P in the field. In the end, this study concludes that firstly, R2P is in line with tenet of liberalism in which individual state remains the main actor in international affairs. Yet, when it is evident that individual state has failed to uphold other liberalism values, in this case human rights, cooperation through broader international community was made possible. Secondly, despite further discussion on R2P as a relatively new concept in international affairs is needed, R2P has however been implemented in the Cote d�Ivoire second civil war. The implementation was accordingly to precondition mentioned in the very own report of the ICISS on R2P and the adoption of R2P in 2005 World Summit. Thirdly, amongst international intervention on the premise of R2P taken in the Cote d�Ivoire second civil war, this study highlights the intervention of France. Instead of only pursuing the very objective of R2P namely to protect population, R2P has also given way to France to maintain its interest in Cote d�Ivoire that triggers critics.
