Indonesia�s National Medium-Term Development Plan for 2010-2014 is the second phase of implementation of the National Long-Term Development Plan. One of the major focal points includes promoting quality of human resources which requires Social Protection programs as an essential part of Indonesia�s political agenda. The problems with Indonesia�s Social Protection incentives were related on how Indonesia only spends 0.5% of GDP for the program. They were not permanent programs and lastly, the passing law of National Social Protection Law in 2004 lacked guidelines for implementation. Thus questions its ineffectiveness.
