Despesa pública: um estudo no órgão de distribuição, coleta e tratamento de esgoto do Estado da Paraíba - CAGEPA

The objective of this study is to analyze the participation of the expenses of the water distribution, collection and sewage treatment department in the budget expenditures of the state of Paraíba, from 2012 to 2016. The research is classified as descriptive, documental and bibliographical, with qualitative approach. In order to achieve the objective of the research, data were collected on the expenses committed and paid in both entities (State and CAGEPA) of the stipulated period, through the SAGRES online system of the TCE-PB. The results showed that CAGEPA's committed expenses decreased by 7.38% when compared to 2012 with 2016, although there was an increase of 51.74% in 2013; on the other hand, the State maintained an increasing evolution, reaching the end of the period studied with a growth of 30.42%. Regarding the payment, CAGEPA presented a decrease of 8.51% when compared to the year 2012 with 2016; and the state had an evolution of 29.29% during the period studied. Thus, it is evidenced that the public management of the State, in its power to pass on funds, ensures the full functioning of the water distribution agency, collection and treatment of sewage in the period analyzed. With regard to the expenditure of the body, it was found that a large part of them refer to the "works and installations" and "permanent equipment and materials" accounts.Este estudo tem por objetivo analisar a participação das despesas do órgão de distribuição de água, coleta e tratamento de esgoto nas despesas orçamentárias do estado da Paraíba, no período de 2012 a 2016. A pesquisa classifica-se como descritiva, documental e bibliográfica, com abordagem qualitativa. Para alcançar o objetivo da pesquisa, foi realizada a coleta de dados referente às despesas empenhadas e pagas em ambos os entes (Estado e CAGEPA) do período estipulado, por intermédio do sistema SAGRES on-line do TCE-PB. Os resultados verificados mostraram que as despesas empenhadas da CAGEPA diminuíram 7,38% quando comparado o ano de 2012 com 2016, embora tenha havido um crescimento de 51,74% no ano de 2013; por outro lado, o Estado manteve uma evolução crescente, chegando ao fim do período estudado com um crescimento de 30,42%. Em relação ao pagamento, a CAGEPA apresentou uma diminuição de 8,51% quando comparado o ano de 2012 com 2016; e o Estado teve uma evolução de 29,29% durante o período estudado. Assim, fica evidenciado que, a gestão pública do Estado, em seu poder de repasse de verbas, assegura o pleno funcionamento do órgão de distribuição de águas, coleta e tratamento de esgoto no período analisado. No que tange às despesas do órgão, verificou-se que grande parte delas se referem às contas “obras e instalações” e “equipamentos e material permanente”
