The article conducted a survey of experts in the chemical industry to assess the human resources in the EAEU countries’ companies. The hypothesis of research is due to the complex influence of the factor on human resources development, which ultimately affects the EAEU countries’ innovative development. The results of the study revealed the following negative factors that impede the formation and development of human resources in Kazakhstan. In Kazakhstan, the limiting factor to the technological breakthrough in the long term is the quality of human resources.
