The action of the radiation on the electron distribution function by means of Compton electron-photon collisions can be described with the aid of a Boltzmann operator. This operator is modified by the induced emission terms. We expand this operator following the perturbation caused to the electron motion during a Compton collision. We deduce the equations of evolution of the electron distribution function. We introduce a definition of the kinetic temperature of non-equilibrium radiation and we détermine the quantity of motion transfer, and the energy transfer between electrons and photons.
