The use of electromagnetic wave scattering techniques for measuring the spectra of plasma turbulence is discussed. The experimental constraints that must be satisfied for such a measurement in a given plasma are examined. Finally, an experiment is presented in which the scattering of 2 mm micro-waves (f ∼ 136 GHz) is used to investigate the universal drift instability (f ∼ 300 kHz) in the T. F. R.
