The $\chem{{}^{12}B}$ excitation energy spectrum has been obtained from coincidence measurements of the $\chem{{}^9Be}+\chem{{}^7Li} \rightarrow 2\alpha+\chem{{}^8Li}$ reaction at $E_0=52$$\un{MeV}$. The decay of the states at excitations between 10 and 16$\un{Mev}$ into $\alpha+\chem{{}^8Li}$ has been observed for the first time. Observed α-decay indicates possible cluster structure of the $\chem{{}^{12}B}$ excited states. The influence of these states on the cross-section of the astrophysically important $\chem{{}^8Li}$($\alpha,\ab{n}$)$\chem{{}^{11}B}$ and $\chem{{}^9Be}+\ab{t}$ reactions is discussed and the results are compared with existing results
