Water, rural population and administration techniques: the case of Jequitinhonha Valley, Minas Gerais

Small community administrations and large consumers of water coexist in the Brazilian rural area. In recent years, community regulation of resources and the large consumer enterprises have entered into confrontation because of water, forcing a reflection upon the logic of the uses and dialogues between the apparent irrationality of rural populations and the development proposals. This article analyzes the lack of synchronization between those logics and perspectives, analyzing the case of high Jequitinhonha, in the Northeast of Minas Gerais. The article initially comments on the recent and growing emergence of water scarcity and how this shortage tends to result in conflict and legislation. Then, the regulation of such shortage is discussed _ which consolidated in the Brazilian water legislation. Following that, the article analyzes the usual water tariffs currently collected in the rural communities of the Jequitinhonha Valley in Minas Gerais, and, finally, it contrasts the usual regulations with the water legislation, analyzing the small consumers' absence in the construction of the agencies and in the exercise of legislation.No espaço rural brasileiro coexistem a pequena gestão comunitária e grandes consumidores de água. Nos últimos anos a regulação comunitária do recursos e o grande empreendimento consumidor começaram a se confrontar pela água, forçando uma reflexão sobre a lógica dos usos e dos diálogos entre a aparente irracionalidade das populações rurais e as propostas de desenvolvimento. Este artigo analisa o descompasso entre essas lógicas e perspectivas analisando o caso do alto Jequitinhonha, no Nordeste de Minas Gerais. O artigo inicialmente comenta a recente e crescente emergência da escassez de água; como a escassez tende a resultar em conflito e este em norma, comenta-se a seguir a normatização da escassez - consolidada na legislação brasileira de águas. Em seguida analisa a percepção costumeira de água que vigora nas comunidades rurais do vale do Jequitinhonha mineiro, e, por fim, coloca a norma costumeira face à lei das águas, analisando a ausência dos pequenos consumidores na construção das agências e no exercício da legislação.12914
