The context of quality of work life in the outsourced services

The several economic changes, as well as technological advances lead to profound changes in the workplace, such as structural unemployment and the easing of labor relations. Thus, there is a growing demand for outsourcing services. Theorists say that in the last two decades outsourcing services have reduced business costs, but they were also accompanied by the rationalization of activities and the exploitation of labor relationships. For some scholars and analysts, outsourcing services represent a threat to the safety and the occupational health of workers, justifying the need of intervention targeting the Quality of Work Life (QWL). The objective of this research is to understand the meaning attributed to the Quality of Work Life by managers, employees and contractors of outsourced services. For this purpose, we sought to analyze the subjects' perceptions about the QWL research, characterize the context of outsourcing from the perspective of QWL, and to identify positive aspects and constraints and possibilities for promoting QWL in the context of outsourcing. The research is characterized as a descriptive study of qualitative nature. It has as its investigation subject the outsourced services of cleaning, maintenance and reception of three Higher Education Institutions in Florianópolis municipality, which offer Administration courses recognized by the Ministry of Education (MEC). The research embraces a group of workers and managers of outsourcing service companies, and the Education institution professionals who manage these outsourced services for these Education institutions. Data were collected through structured and semistructured interviews, analyzed and interpreted by the technique of content analysis. The study concluded that the three groups involved in the research have different views about the quality of life in the outsourced services. Nowadays, very little is invested and there is no room for the improvement of QWL in the cases studied. There is no specific legislation to regulate this practice in Brazil and, because of that, no one takes responsibility for these workers. Much remains to be done to promote the QWL in this kind of working relationshipAs diversas mudanças econômicas, assim como os avanços tecnológicos, acarretam profundas mudanças no mundo do trabalho, como o desemprego estrutural e a flexibilização das relações de trabalho. Assim, é crescente a procura pela terceirização de serviços. Teóricos afirmam que, nas duas últimas décadas, a terceirização possibilitou a especialização do trabalho e a redução dos custos das empresas; entretanto, também foi acompanhada pela racionalização de ações e exploração de relações de trabalho. Para alguns estudiosos da área, a terceirização representa uma ameaça à segurança e saúde ocupacional dos trabalhadores, justificando a necessidade de intervenção visando à Qualidade de Vida no Trabalho (QVT). O objetivo desta pesquisa foi compreender o significado dado à qualidade de vida no trabalho por gestores, funcionários e contratantes de serviços terceirizados. Para tal, buscou-se analisar as percepções dos sujeitos de pesquisa acerca da QVT; caracterizar o contexto da terceirização sob a ótica da QVT; e identificar aspectos favoráveis e limitadores e as possibilidades para a promoção de QVT no contexto da terceirização. A pesquisa caracteriza-se como um estudo descritivo de natureza qualitativa. Teve como lócus de investigação os serviços terceirizados de limpeza, manutenção e recepção de três Instituições de Ensino Superior (IES) do Município de Florianópolis, que oferecem cursos presenciais de Administração, reconhecidos pelo Ministério da Educação (MEC). Como delimitação do universo da pesquisa, foi envolvido no estudo um grupo de trabalhadores terceirizados das IES, gestores das empresas de terceirização e profissionais das IES que administram os serviços terceirizados. Os dados foram coletados por meio de entrevistas estruturadas e semiestruturadas, e analisados e interpretados por meio da técnica de análise de conteúdo. O estudo permitiu concluir que os três grupos envolvidos na pesquisa possuem visões distintas sobre a qualidade de vida no trabalho terceirizado. Hoje, pouco é investido e não há espaço para a promoção da QVT nos casos estudados. Falta uma legislação específica que regulamente tal prática no Brasil e, em consequência, ninguém assume a responsabilidade por tais trabalhadores.
