IMPLEMENTASI KEBIJAKAN PELAYANAN PENDIDIKAN OLEH PEMERINTAH KOTA SURAKARTA (Studi Kasus: Bantuan Pendidikan Masyarakat Kota Surakarta)

This research was intended to identify implementation of public service principle on education service by Surakarta government in execution of Surakarta Community Education Aid Program. It is juridical normative research that base on Law number 25/2009 on Public Service. It used descriptive method. Primary data was collected with literary study based on literary material concerning law theories, local autonomy theory. It was added with data from interview in field with Surakarta education and Sport office. Data was analyzed using descriptive qualitative method. Result of the research is fulfillment of public service in execution of education service by Surakarta government in implementation of Surakarta Community Education Aid Program. In this case, legal base of Surakarta Community Aid Program is Regulation of Surakarta Major number 11A/2012 and till now there is no Local regulation regulates it. So regulation of the Major number 11A/2012 is regulation issued based on Freies Ermessen principle to support success of nine year compulsory education program toward twelve year compulsory education program
