PERSEPSI STAKEHOLDERS DALAM PENETAPAN LAHAN PERTANIAN PANGAN BERKELANJUTAN DI KABUPATEN BANTUL

This research is motivated by widespread land conversion from agricultural land into non-agricultural land in Bantul Regency. Land conversion from rice field to non-agricultural use have an impact on the decline of agricultural production, and will impact on the wider dimensions and related to changing aspects in the orientation of economic, social, cultural, and political society. To control the conversion of agricultural land, the local government made some efforts, one of them is to define Sustainable Agricultural Land ( LPPB ) as mandated by Law No. 41 Year 2009 and DIY Provincial Regulation No. 10 Year 2011 concerning the Protection of Sustainable Agricultural Land. In the process of defining LPPB, efforts of Bantul local government are not only having planning document that can be used as a reference in the implementation, but it is also important to look at the perception of other stakeholders such as farmers who directly related as the main actors, as well as from experts of agricultural field who understand the concept of LPPB. This study aims to identify the stakeholders that involved in the process of determination of LPPB and to investigate the perception of stakeholders in the determination of LPPB in Bantul Regency, Yogyakarta. The research method is descriptive qualitative method. Describing and illustrating the state of the object of study based on the facts is to understand the phenomenon of intrepetation towards changes that occur in the field. Data was collected through in-depth interviews, observation and documentation. Data analysis technique consists of data reduction, data presentation and conclusion. The results showed that the stakeholders involved in the process of determining LPPB in the Bantul Regency is comprised of three stakeholders, namely: Key Stakeholders, Primary Stakeholder and Secondary Stakeholders. Each stakeholder has role and involvement at every stage and LPPB determining process. Perceptions of stakeholders in determining LPPB in Bantul are vary, but mostly perceptions are agree and support the determination of LPPB in Bantul Regency as a form of protection towards productive agricultural land and as embodiments of food security in the region of Bantul particularly. As well as efforts to maintain agricultural land for food, and as a guarantee of the availability of agricultural land food for the next term. The parties disagree toward LPPB because of the situation and the economic condition of the land owner, and also because farmers assumed that agricultural sector is less profitable and agricultural land is the property of farmers that can be given to their children. The diversity of perceptions from each stakeholder occur due to: the background of each of the stakeholders and their different perspectives on policy stakeholders. Keywords: Perceptio
