VALUASI EKONOMI SUMBER DAYA LAHAN PERTANIAN �ZONA LAHAN ABADI UNTUK TANAMAN PADI� DI DESA JATILUWIH KABUPATEN TABANAN

The main potential at Jatiluwih Village is beautiful natural landscape and also strong farmer culture. In 2012, Jatiluwih Village got an achievement as one of four areas that support unity of Bali Cultural Landscape Subak System decided by UNESCO, and also it becomes World Heritage. That situation make threat, there is function shift of land from agriculture land to non-agriculture in other to support tourist accommodation in that village. The situation makes Kabupaten Tabanan Government has decided Subak Jatiluwih Village which has 303 hectare as one of permanent land zone for paddy in Kecamatan Penebel, Tabanan District. The purpose of this research is identifying effectiveness land value of permanent land zone for paddy in Jatiluwih Village using Total Economic Value (TEV). From estimation result acquired effectiveness land value 13 percent of optimal land estimation. Direct benefit value of permanent land in this area used paddy production effect method is Rp 11.633.530.533/ year. The benefit indirectly from permanent zone to paddy using Contingent Valuation Method as water infiltrate area is Rp147.061.917, as flood and erosion resistant is Rp149.482.690, as environment perpetuation is Rp229.973.369. Non-benefit value consists of two value, existence value and bequest value using Contingent Valuation Method, each value acquiring values Rp477.497.337 per year and Rp627.585.220 per year.
