Pengembangan Pertanian Pangan Skala luas dan Socio-Environmental Conflict dalam kasus Merauke Integrated Food and Energy Estate (MIFEE).

This research is intended to find out the roots and driving factors of socio-environmental conflict that escalate in food estate MIFEE. Which in Indonesian government perspective, is an ideal agriculture development program responding the needs of agriculture reconstructuction after facing the 2008 food, energy and financial crisis, then as a prime of national economic booster program from agri-food sector, and also to make Indonesia as a core state of global logistic. To answer the irony. first part of this research analize MIFEE�s position, under global agriculture development policies, which have structured by state, institution, corporation actor s at global level consolidation in the corporate food regime era. The analysis also ensembling what development paradigm that mainstreaming the characteristics of global agri-food development policies. By the paradigm and international regime point of analysis, this research will explain the relations between, paradigm and global food dynamics which produce MIFEE as one of smaller development program in state level, entitling to the constalation of socio-environmental conflict in it establishment region (Merauke). This research employed qualitative methods. It used neo-liberalism and global regimes approach as theoretical unit of analysis. This research use secondary data, that were collected by literature study, document analysis, and interview techniques. Result of this research shows that, the escalation of socio-environmental conflict in MIFEE not only driven by the on-going development practice which factually proliferate the accumulation by dispossession terminology. It also deep rooted to the neoliberal paradigm that sticking on to the basic idea of MIFEE. Neoliberal paradigm developed and becomes a mainstream politic of agriculture development model in corporate food regime structure, resulting MIFEE adoption on to it. Neoliberalism pushed out deregulation, trade and investation liberalization in each level of agriculture development sector, which give a big space for the corporation to lead, domina te and control large scale agricultural land as mean of production to reach profit accumulation goal in a modern and industrialized techniques. Neoliberalism also drove the model of food production-distribution structure in to market mechanism and capitalism system. In practical level of analysis,as a program that revivalized neoliberal capital agriculture development model, MIFEE tied to accumulation by diposession process in case of agricultural land dispossession as public property turning into private/corporation property rights. The model of MIFEE, has large difference characteristic opposite to traditional agriculture and land maintaining model which has been established traditionally and communally by the local/indigeneous people of Merauke (Malind Anim Lebenstraum). When the model of MIFEE forced out to established and replace the local system, it conducts to negative impact transformation in social-economy, demography dan environmental life space. This agriculture mode of production transformation enforcement which result negative impact to daily life of local/indigeneous people, is the main force that stimulate the raise of socio-environmental conflict between actor of interest in MIFEE�s case.
