EVALUASI MANAJEMEN ASET TANAH DAN BANGUNAN DI PEMERINTAH DAERAH (Studi di Dinas Pertanian dan Ketahanan Pangan Provinsi Papua)

This research is aimed to evaluat the management system of the real asset which was executed by the Department of Agriculture and Food Security Papua Province. The asset must system includes asset inventory, legal audit, assets uses and controlling and directing. The research uses Likert�s Scale to measure the attitude, opinion and perspective of the apparatur about the management of local asset, particullary the land and building in Department of Agriculture and Food Security Papua Province. The research used two methods of data collecting: library research and field research with questionnaire research methods and interview. The result of this research concludes that the asset inventory in Department of Agriculture and Food Security Papua Province has not done well, the asset data is not complete and accurate caused by human resources limitation, the limit of founds and geographical conditions. Legality on land asset is a very serious problem, it can be seen from the amount of land owned/managed by Department of Agriculture and Food Security Papua Province has certified only 3 Technical Implementation Unit of Department, meanwhile inventory on the legality of building by the shape of License to Build has never been conducted. The uses of real property asset that have economical value have not gained serious attention from Department of Agriculture and Food Security Papua Province. It can be seen from amount of acceptance and payment of Local Original Income on the land and building rent and also the building/chamber rent of Papua Province in 2009 � 2012 that is very low by the average of 0,23 percent � 11.45 percent per year. Department of Agriculture and Food Security Papua Provice as authorizer in management or local asset/property conduct controlling and directing by indicator to prevent miss management and to avoid the loose of local asset/property. Department of Agriculture and Food Security Papua Province has not yet conducted identification on the asset/property that has function or has not been used (idle).
