The era of poverty eradication in Uganda started in a supportive setting where the government had stated its commitment to alleviate poverty by directly involving the poor. With the emphasis on participation and ownership by various stakeholders from the local to national level, this approach required the domestic actors to negotiate and decide among themselves how to direct fund and projects to people and areas most affected by poverty.
