MANAJEMEN ASET (TANAH DAN BANGUNAN) PEMERINTAH KOTA BALIKPAPAN DENGAN SISTEM INFORMASI GEOGRAFIS TAHUN 2012

Since the implementation of decentralization, local government should be able to increase their creativity to organize their area and maximize resources. An Assets is one of resources that owned by local government and one of the local revenue sources. Good asset management is needed so that those assets can provide a maximum contribution to Government of Balikpapan City. However , local government asset management did not run well. This can be seen from BPK opinion in 2010-2012 which was WDP and assets become one of the elements underlying the opinion. To improve quality management assets, Government of Balikpapan City create a program and allocated budget for mapping immovable assets (land and buildings), but that program did not implemented since 2009 until 2012. Based on that problems, this research was aimed to arrange the government attribute data and mapping assets land and buildings of Balikpapan City to build integrated database in Geographic Information System (GIS) and analyze the optimal utilization of assets of PON XVII East Kalimantan, which is located on research area and use overlay technique. The analysis uses ArcView GIS 3.3 with a quick bird satellite image map 2010 as a base map. The results of this research is a database which consists of graphical data (showing assets in the map form based on urban region) and attribute data (information of the assets) to create immovable asset management (land and buildings) using Geographic Information System (GIS). A database that integrated in geographic information system is able to display the latest information both spatial or non-spatial at the same time according attributes data that has been arranged. Furthermore, information can be delivered in a fast, accurate, effective, efficient and extremely beneficial way to the local government especially as a consideration in making policy related to assets. While asset utilization of PON XVII East Kalimantan can be maximized and empty land assets nearby have economic potential to be developed
