COLLABORATIVE GOVERNANCE DALAM MANAJEMEN PROMOSI PARIWISATA DANAU TOBA SUMATERA UTARA

The tittle of this thesis is about Collaborative Governance in the Management of Tourism Promotion of Lake Toba in North Sumatra. Basically, promotion is an important pillar in tourism activities. Therefore, the activities of promotion is one thing to note. The responsibility of Tourism Promotion Management of Lake Toba is stakeholders, just not the responsibility of the government but also the private sector and the community around the area of Lake Toba. The relationship of the three stakeholder collaboration is called \"collaborative governance\". The government in this case is the Office of the tourism and culture of the 7 countries that govern the area of Lake Toba and the private sector, namely the DMO (Destination Management Organization) and the PHRI (owner of Hotel Restaurant Association of Indonesia) as well as the surrounding communities of Lake Toba region. This study discusses the advantages and disadvantages of each promotional efforts that have been made by the staholders . The method used in this study is use qualitative methods and refers to the primary data which contains interviews of various informants in government, the private sector also uses secondary data taken from the website of local government organizations. Collaborative Governance conducted by the government (The Office of Tourism and Culture 7 countires that govern the area of Lake Toba, private sector (DMO and PHRI) and the community around the area of Lake Toba. Lake Toba in promoting tourism had started only intertwined roles of collaboration between government, private and society less balanced so that each stakeholder has their own ways .
