PENGARUH OPERASI PASAR PADA HARGA BERAS DI INDONESIA

Rice has a strategic role in stabilizing national food security, economic resilience, and stability of national politics. In Indonesia, 95 percent of the population consumes rice as a main food, so that the safety, affordability, availability of rice is vital and requires government intervention. Market operations into one form of intervention that price stability can be maintained. The aims of this research are (1) to analyze the effect of market operations, production, the government provision of price, imports, and import parity prices on the retail price of rice in Indonesia and (2) analyze the effect of market operations, production, the difference between the retail price of rice with the government provision of price, and the beginning stock of rice on Bulog's rice procurement. The analytical method used is descriptive analyzes with error correction model (ECM) using OLS (Ordinary Least Square). The data used are secondary data from the years 1970-2010 that sourced from BPS, Ministry of Agriculture, Ministry coordinator of public welfare, Bulog, and FAO,. The analysis showed a significant market operating variables only in the long run on the retail price of rice in Indonesia, while the variable of production, the import parity price, and the government provision of price significantly better in the long run and in the short run. Market operations variable significant only in the long run of Bulog's rice procurement, the difference between the retail price of rice with the government provision of price and the production significantly in both the long run and in the short run
