Region of Nanggroe Aceh Darussalam (NAD) as one of the former conflict areas have a wide range of issues at the local level. Moreover, the mass eviction of anti-GAM society (citizens ethnic Javanese descent) by the middle of the combatants when conflict raged. The events that lead to widespread soil displaced by abandoned by their owners. Until in the end, the conflict in the region eased so that the provincial government has the initiative to restore citizens exodus to North Sumatra. Therefore, an organization established by Association of Victims in Aceh (HMKKA) as a medium for the return of the conflict to Aceh area. Lhokcane is one of the goals of resettlement location formerly was abandoned by its inhabitants because of the conflict in Aceh. But, the region has now inhabited by new faces. For the sake of the welfare of their economy, Bener Meriah district government implements various policies. One of the policies is realized into sugarcane plantations assistance program. Introduction of commodity sugarcane is apparently able to create an interesting social phenomenon among peasants in Lhokcane. It has led to the entry of commodity competition in access to land and sugarcane assistance program. The reality of it is about the emergence of inequality both ownership and control over economic resources. Therefore, this paper aims to understand the process of acquisition of land and access to assistance programs cane. Henceforth, this study leads to the removal process of the acquisition of access economic resources that befalls the farm workers. To achieve an understanding of the issues, this study used various methods in data collection and the analysis. The use of ethnographic methods and survey aims to obtain data that are qualitative and quantitative. The data obtained and analyzed through analysis of production relationships between actors. The result is gaining access to land and sugarcane assistance programs tend to be influenced by proprietary technology, land and social relations. Meanwhile, farm workers actually removed from the second access economic resources. This is due to local government regulations as well as the poor outlook attached to the farm workers.
