EVALUASI PELAKSANAAN PNPM MANDIRI-RESPEK BERBASIS PEMBERDAYAAN MASYARAKAT DI DISTRIK HERAM

Heram District is one of the regions in Jayapura Municipality that carried out the activities of PNPM Mandiri-RESPEK. The development is strategic for developing regions through local community empowerment-based participation. The purposes of this study are to find out effectiveness in the implementation of the activities of PNPM Mandiri-RESPEK, and to identify factors affecting its less successful implementation of activities in Heram District Jayapura Municipality. The study was conducted by using a descriptive qualitative method. Data used in the study were primary data collected from both observation and in-depth interview, and secondary data obtained using documentation technique. The data collected were then analyzed in a descriptive qualitative technique. Results of the study indicate that the activities of PNPM Mandiri-RESPEK in Heram District was relatively sucessful with focus on four category, including: the development of physical infrastructures, community health improvement, the women empowerment, and inventory provision. The activities in PNPM Mandiri- RESPEK were carried out in Waena Village, Yabansai Village and Hedam Village, as well as in Waena Village and Yoka Village. Local communities in Heram District enjoyed outcomes, particularly to empower village community, to increase affirmation to the powerless people in Heram District, to increase protection over the basic rights of Papua people, to increase openness nuance, to enhance local community participation, to increase decentralization, to develop a fair competition, to establish a collective learning tradition, and to increase affirmation to women. However, there were two of factor groups influencing the less successful implementation of the activities of PNPM Mandiri-RESPEK in Heram District: (1) Internal factors, including the lack of community participation and mismatch in expectation between government and community. These factors are associated with the receivers of the local development programs. (2) External factors, including the strong influence from the above, (3) the low coordination among instances at provincial, regency/ municipality, district and village level
