HAK ATAS SUMBERDAYA DAN TINGKAT AKSES MASYARAKAT TERHADAP HUTAN DALAM PROGRAM HUTAN KEMASYARAKATAN (HKm) DI DESA KARANGASEM KECAMATAN PALIYAN, KABUPATEN GUNUNGKIDUL

There has been a paradigm shift toward social forestry in Indonesia in recent years. The shift was partly driven by the chronic poverty of forest dwellers and the continuing forest degradation. It was also encouraged by criticisms on the lack of community investment in forest management. One of the purposes of social forestry is to improve the well-being of forest communities. One of the common ways to achieve this goal is by improving the access by the communities to the forest. This research aimed to examine the level of access and use rights of local communities in a social forestry program called Hutan Kemasyarakatan (HKm). This research was conducted in Karangasem Village, Paliyan, Gunungkidul. There are two HKm Groups and they have been granted with definitive forest management rights since 2007. This research was conducted through a quantitative survey method, by which data were collected through interviews, site observations and collection of secondary information. Retrieval of data by interviews using questionnaires, observation locations and the use secondary data. The data were then analyzed both quantitative and qualitative approaches. The results showed that there is an increase in community rights over forest resources. Before HKm, only access and withdrawal right were enjoyed by local people. By the implementations of HKm, Hkm grants local people with more rights, namely management exclusion, and alienation rights. Nonetheless, such rights are not followed with an improved actual access. In fact, local communities experienced with a degree of decline in the actual access on the forest resources. This indicates that HKm program is yet to achieve its provertyrelated goals
