PROFESIONALITAS APARATUR PEMERINTAH KABUPATEN TULUNGAGUNG DALAM PENYELENGGARAAN SERTIFIKASI GURU

Teacher certification policy was designed to improve the quality of education in Indonesia requires a lengthy process and involves many parties in its implementation especially at the district or city level. Departement of Education District Tulungagung is one of the agencies that play a role in implementing teacher certification policy. The civil servants Departement of Education in charge of helping teachers in order to meet all certification requirements to follow. In running their responsibilities as civil servants of the certification management in Tulungagung, they get a lot of complaints and grievances from participants. Starting from the beginning of the process following the submission NUPTK as a condition of certification, implementation of UKG , PLPG up at the time of disbursement of funds Educators Professional Allowance. So the researchers tried to explore the role of civil servants Departement of Education District Tulungagung in managing teacher certification policy. The purpose of this study was to determine the professionalism of civil servants Tulungagung Education Department in managing teacher certification policy. Qualitative research method was used in this study. The data was collected through interviews and secondary data utilization. Interviews were conducted with several key persons, such as civil servants Departement of Education District Tulungagung, committee from Universitas Nusantara PGRI Kediri, participant of teacher certification policy and student parents. The following process was analyze and conclude data based on the concepts that were used in this study. The results showed the professionalism of civil servants in terms of qualifications is somewhat less. Civil servants are not competent enough to prepare the certification and serve the information needs for participants. Responsibility of civil servants are fairly bad due to the offense of bribery of teachers receiving professional allowance, which has been going on long enough, but there wasn�t any action or punishment by the authorities. Transparency of civil servants is somewhat less because the civil servants didn�t give freedom for public to access information about the implementation of certification especially related to the budget allocation that was used for operational expenses in managing teacher certification. In terms of responsiveness, this policy has been able to answer the requirement for qualified educator because teachers has been received training and following a series of exams so that only certain teachers can be approved as professionals. Professional teacher as an qualified educator was a major objective of certification policy. In addition, additional income allowance also helps teachers in terms of economy
