ANALISIS KESESUAIAN PROGRAM GERAKAN PEMBANGUNAN DESA MANDIRI DENGAN KEMISKINAN DI KECAMATAN MALINAU KOTA KABUPATEN MALINAU PROPINSI KALIMANTAN UTARA

Malinau is one of the border regencies in North Borneo Province, where poverty is one of the major issues in regional development. The high rate of poverty indicates that the policies issued by local government have not been sufficiently effective in alleviating poverty. There are weaknesses of the poverty alleviation programs because they do not provide the appropriate solution, and the existing policies are similar without taking the characteristics of the existing poverty into account. This study was conducted by using a deductive thinking process with two analytical methods: First, a descriptive analysis which is to provide a general description of poverty conditions in Malinau Kota Subdistrict and the characteristics of relevant variables in the study as well as to evaluate the autonomous village development movement program and poverty conditions in Malinau Kota Subdistrict. Second, a multiple linear regression analysis which is to determine the factors influencing the poverty in Malinau Kota Subdistrict. The results of the study show that the presence of productive assets in poor families was the main factor causing poverty in Malinau Kota Subdistrict. In the implementation of autonomous village development movement program, the main focus was to increase productive assets in the poor families. However, the impact of the program could be assessed as less maximum in the poor families, because the program and implementation of development activities do not take the characteristics of the poor families into account. One of its main objectives of the program is to reduce poverty, but the participation of the poor family was not the primary criterion to engage in the activities of autonomous village development movement program. As a result, the existing program as one of the objectives or targets was not achieved, primarily in relation with poverty reduction
