This research discusses Turkey�s foreign policy shifting in its respond to NATO military intervention to Libya in 2011. Turkey alignment faces a dilemmatic condition. This dilemmatic situation made Turkey seems inconsistent about its foreign policy. In the beginning, Erdogan administrative said that Turkey rejected the military intervention to Libya but, as the process went, Turkey shift to fully support NATO military intervention and got involve its self to Libyan crisis by UN mandate. By using qualitative method, this research indentifies ideational factors behind the shift of Turkey foreign policy.
