Provincial Regional Regulation is legislation regulation established by People�s Regional Representative Council (DPRD) in the provincial level with the agreement of Governor as the Head of Regional in provincial level. Provincial Regional Regulation was established because there is an authority in regional autonomy and/or there is an order from the higher Regulation Legislations. Establishment of Provincial Regional Regulation is conducted in a Regional Legislation Program (Prolegda) based on the principles of legislation and local materials according to the laws of UU No.12 year 2011 about Establishing of Legislation. Mechanism to Establishment of Provincial Regional Regulation is a series of processes starting with composing regional law product in the planning process, to the enactment process. These processes are consisting of 3 (three) phases, which are: 1. Preparation process of Provincial Regional Planned Regulation which is a composing and planning process in the domain of People�s Regional Representative Council (DPRD) or in the domain of Local Government (Pemda).
