DISPARITAS DAN KONVERGENSI PEMBANGUNAN MANUSIA DI PROVINSI JAWA TIMUR, 2004-2010

This study aims to analyze interregency/city development pattern seen from economic development and human development trends, and to analyze disparity and convergence in HDI as an indicator of human development and in each forming component interregency/city in East Java Province during the period of 2004-2010. The analysis intruments used are regional typology, Gini Coeficient and Enthrophy Theil Index, sigma (�) convergence and beta (�) convergence, using data panel regression technique. By using data panel from 38 regencies/cities in East Java Province, the results acquired are: the analysis of development pattern from regional development trend shows that there are 2 or 5,26 percent of all regencies/cities following the balanced development trend pattern, 8 regencies/cities or 21,05 percent following the economic development trend pattern, whereas the regencies/cities having relatively slow development trend pattern are 28 in number or 73,68 percent, and there is no regency/city following human development trend pattern. In addition, the analysis based on Gini coeficient and Enthrophy Theil Index shows the disparity of interregency/city�s human development tend to decline. The result of sigma and absolute beta convergence shows that there is a convergence in HDI, in health component (Life Expectancy), and educational component (Literacy Rate and Mean Years of Schooling). For income component (Purchasing Power Parity), the sigma convergence result shows that there is a convergence, whereas the result of absolute convergence shows that there is no convergence. The speed of HDI convergence 1,69 percent per year with 40,96 years of half-life time, which is slower than the convergence of it�s forming components. It can be said that the education component has the largest contribution to the convergence in HDI. The result of conditional convergence, it can be seen that influenced by other factors determining the development of indicated HDI, a convergence also happens to the HDI which rates 3,25 percent per year with 21,36 years half-life time, higher than the HDI convergence without influence from other factors. Those factors influential to the HDI growth or to the convergence in HDI are the precentage of government�s expenditure in health field from the District Budget and population density
