EVALUASI PENGELOLAAN OBAT DI DINAS KESEHATAN KABUPATEN NIAS BARAT TAHUN 2010, 2011 & 2012

West Nias regency has been a new autonomy region and have had some problems in health sector, one of them was drug management in its District Health office. The problems was ineffective and inefficient of drug management. This research objective is to evaluate the drug management from the selection, planning, procurement, storage, distribution of drug at District Health office and use of drug in primary health care and the management supports to obtain options and strategies for improvement drug management system. This research study was using a descriptive research design. Selection, planning, procurement, storage and distribution data in 2010, 2011 and 2012 was taken retrospectively, then data for drug use indicator was taken retrospectively at 3 units of primary health care which choosen by stratified random sampling method. The quantitative data analysis was performed by calculating each indicator and then compared with the standard values from Ministry of Health in 2006. The qualitative data were analyzed by interpreting the results of the in-depth interview with Head of Pharmaceutical Section to reinforce the quantitative data. The results showed that in 2010, 2011 and 2012 : 1) The available drug was not approriate with National List of Essential Medicine, 2) The cost of drug for each population was more than needs, drug planning still need improvement in terms of calculating drug needs, 3) Budget allocation was enough even excess, but budget of drug procurement if compared with other health sector relative low, 4) It was FEFO storage system, no damaged and expired drug was founded, 5) Wellplan drug distribution and drug availability was relatively excessive, 6) Irrational drug use and no dead stock in primary health care, 7) Management supports was not good enough to support effective and efficient drug management. In general, public drug management at West Nias District Health office was not shown a good management, it needs the support from local government in developing through strategic policies
