EVALUASI PARTISIPATORIS PNPM MANDIRI DI WILAYAH PESISIR TELUK PALU TAHUN 2007-2010

The tendency of development paradigm began to lay a community as strategic. That because the community participation is considered determining the success and the sustainability of any project. Participatory evaluation is considered more appropriate because is performed and assessed by the community it selves. This become interested to be studied on the respond and assessment by the community endogenously to the significance of the benefit of PNPM Mandiri and the changing that was occurred in the area specific condition. This study was aimed to obtain the result of participatory assessment to the implementation of PNPM Mandiri in the Palu Gulf coast area and to describe the detail of changing that was occurred in the community level by analysis of a framework of understanding on area specific condition. This study was performed by qualitative descriptive approach. Data was consist of primary data that was obtained by observation, indepth interview, focus group discussion and secondary data that was obtained by literature review, documentation review, process recording, archive and reports review. The method to choose respondent was performed by purposive sampling. Discussion was performed inductively. This study found that participatory approach was accepted and internalized both in the regional government level and in the community level. Based on community participatory evaluation, in the scope of citizen participation process, the position of community role in all of program implementation sequel, the ability to manage productive business, female empowerment, empowering of performer capacity, utilization of local resource and democracy dynamic, showed a changing dynamic that was assessed as fine by the community, as well as it was started the growing of new social capital in the community in Palu Gulf coast, though it was found that the community activeness was dominantly mobilized by the facilitator factor. Based on an assessment of understanding framework of area specific condition, it was known that the activity of productive economic intervention influenced to the dynamic of household element especially in the production, consumption and management, whereas the development element and local community system, showed that PNPM was bringing a new system that is not same to the available system and live in the coast of Palu Gulf
