ANALISIS KONTRIBUSI PRASARANA JALAN DALAM MENUNJANG AKTIVITAS SOSIAL EKONOMI MASYARAKAT DI KABUPATEN ROTE NDAO

Rote Ndao District is a resultant region splitted from Kupang District, East Nusa Tenggara Province. Road infrastructure development is one of the main development priorities to increase local growth in the region. Local autonomy has placed local governments in highly authoritative position to manage local limited resources in a maximum manner. Road investment policy is continuously taken into account and analyzed in order that such investment can be optimally useful to support the socio-economic activities of local communities. The objectives of this study are to find out the road facility�s contribution to support the socio-economic activities of local communities in Rote Ndao Regency and to examine the effect of road investment on the growth of regions around the road. This study used a descriptive method to obtain a comprehensive picture of road condition and the road facility�s contribution to the socio-economic activities of local communities. Likert scale-based questionnaires were used to measure the perception of respondents on the effect of road investment. An examination was done to analyze the effect of road maintenance on the socio-economic activities of local communities in any regions around the road in view of short, immediate, and long distances and of different surface layer types (type A road is a macadam road with penetration layer and Hotmix layer, while type B road is a macadam road without penetration layer). Result of the analysis based on the Likert-scale shows that road condition before the road maintenance was assessed in a �bad� condition, while that after the road maintenance was assessed in a �good� condition. Actually, road infrastructure development had great contribution on trade, increasing the productivities of cattle (167.257%), sheep (135.519%), and agriculture (187.257%). It provided a large number of work opportunities for local communities (25.830%), time efficiency in trip to education facilities (52.920%), the increased economic value of agricultural land (165.076%), plantation area (156.232%), and housing land (89.598%). A chi square analysis of the effect of road development in any regions around the road on type A and B roads with different distances and surface layers had a significant effect on cattle productivity, agricultural productivity, and the economic value of housing land
