FAKTOR-FAKTOR YANG MEMPENGARUHI KEBERHASILAN PROGRAM PENGEMBANGAN USAHA AGRIBISNIS PERDESAAN (PUAP) BERDASARKAN KEWILAYAHAN DI KABUPATEN MAGETAN

The development of the agricultural sector is facing many challenges and obstacles, such as limited access of farmers to capital, the institution of farmer counselors and human resources in rural area that is still being under capacity. The Agribusiness Rural Development Program (ARD Program) is initiated by the Agricultural Ministry of Indonesia. This program conducted to overcome the capital problem of the farmers. The aim of this research is to understand the primary commodity in each area, to review both the supporting factors and the inhibiting factors this program and to analyze the correlation among the factors towards the achievement of the ARD in each territory. This research is deductive by applying qualitative and quantitative method. The qualitative method is used to describe the problems occur in agricultural commodity in each area and also the territorial division based on each commodity and territory element. While the quantitative method is used to test the hypothesis which related to the structure of The Association of farmers group (Gapoktan), the resources and the leadership of the group, as well as the assistance. Double correlation analysis is being used to test the achievement factor of the ARD Program. All statistic analysis in this research is using SPSS for Windows 16.0. As the result of the research, based on each commodity area, Magetan sub district is divided into 3 areas. They are, vegetables commodity area, pulse commodity areas, and rice commodity areas. By applying one way Anova test, it is known that there is no significant difference on the achievement of the ARD on the upper, middle, or lower areas. Based on the Rank Spearman Analysis it is known that the structure, capacity, resources, and assistance of Association of farmers group have a factual relation towards the success of ARP. And from the result of multiple regression analysis, the structure, capacity and resources as well as the assistance from the Agricultural Field Executor as a variable has an actual effect on the success of ARD as much as 57,7
