COMMUNITY BASED FOREST MANAGEMENT : AN IMPLEMENTATION OF COMMUNITY FORESTRY PROGRAM IN GUNUNGKIDUL REGENCY, YOGYAKARTA, INDONESIA

The research concerns on the implementation of Community Based Forest Management Programs in Indonesia. It focuses particularly on the implementation of Community Forestry Program (HKm) in the Gunungkidul Regency, Yogyakarta Province, Indonesia. This research uses three farmer�s group as case studies, namely Tani Manunggal, Sido Maju I and Sido Raharjo. This is an exploratory research utilized a combination of quantitative and qualitative methods. The research found that the implementation of the community foresty program in Gunungkidul regency, in accordance with applicable regulations. The research also found that based on the perception of communities about the implementation of the community forestry program, Sido Maju I is better in environmental aspects than the others groups, while the Tani Manunggal is better in economic and social aspects than the other groups.The research has resulted that the community�s involvement in co-management in three case studies shows different level of success. Tani Manunggal can achieve through the management board level is better than the other groups. No group can reach the level of partnership. From analysis from three cases, it could be summarized that the success of the community forestry program in Gunungkidul Regency is determined by four factors, namely: granting management�s rights and profit share, community�s leadership, government�s assistances and the role of NGOs as intermediary agencies. The research recommends that, during waiting tree harvesting, that the government or NGOs can provide facilitation of programs those are economically productive activities to increase income of farmers. Also, the government to immediately expand the community forest area because there are 3,098.95 ha area has been prepared as a community forest. Finally, granting licences of community forest utilization is not the end of the program's objectives, but is the beginning of the main objectives, namely a prosperous community and a sustainable forest
