KAJIAN IMPLEMENTASI PERATURAN DALAM RANGKA PENGENDALIAN PEMANFAATAN RUANG KASUS : KAWASAN PADAT DI JAKARTA

The higher increased population density in Jakarta City has consequence on fewer land utilized for residential or business activities. Control of space use through increasing Floor area ratio (FAR) has been performed as a solution for vertical development policy in Jakarta. This study aimed to study land use control instrument e.g., increasing building intensity through Floor Area Ratio (FAR) in dense areas of Jakarta Province. The study is expected to document the process of increased Floor area ratio (FAR) submitted by the community, its effectiveness and factors affecting its effectiveness. The implementation of FAR regulation as a whole is effective, it is reviewed from: (1) Compliance of development implementation in accordance with the applicable regulations, (2) Compliance in carrying out the obligations to fulfill, (3) Increased housing / shelter availability for the community (4) fulfilled space for activities / employment, (5) Increased Green Open Space (GOS) and non-Green Open Space (nGOS). Factors which affecting the effectiveness on the implementation of FAR regulation are: (1) authorities coordination to give plan license to the agency charged to conduct building surveillance and control which has been carried out intensively through coordination meeting or submission of licensing file
