POTENSI DAN PERANAN PENDAPATAN ASLI DAERAH DALAM RANGKA PELAKSANAAN OTONOMI DAERAH DI KABUPATEN INDRAMAYU

The demand for the increase in local original income was increasingly high with the delegation of the authority of central government to local government. Financial transfer was conducted by central government to the local government through fiscal decentralization was not enough in the implementation of the local autonomy. However, it was expected that local government must be more creative in maximally exploring potential local financing source to increase the local original income because it was necessary to improve the accountability and to extend the coverage area of the local budget. The study aimed at investigating what was the potential of the local original income in the implementation of the local autonomy in Indramayu district and what was the role of the local original income in the implementation of the local autonomy in Indramayu district. It was an empirical study to analyze the social and economic condition of a society in which law is put in effect. The analysis was descriptive in nature, which means that it described the subject and the object of the study as its results. Its approach was qualitative one. The results showed that the local original income consists of local tax, local retribution, the results of the management of the local resources, and other legal local original income whose collection was conducted by the working units or the agency concerned. The study that was conducted in 2009 and 2010 increased and it represented an encouraging potential that could play an important role in the achievement of the development program with the vision Religious, Forward, Independen and Prosperous Indramayu (Religius, Maju, Mandiri, Sejahtera [REMAJA])
